Maturity Assessment

Assess external manufacturing maturity across each stage, gate, and performance system.

The assessment will evaluate how well the sponsor can govern CDMO partnerships, manage technology transfer, see performance objectively, recover to targets, and sustain patient-first supply performance.

Assessment Structure

The future assessment mirrors the framework.

Each capability domain and gate can be scored for process maturity, data maturity, governance maturity, partner alignment, risk control, and recovery effectiveness. This makes the assessment useful for existing CDMO networks and for in-process tech transfers that need to be brought into a common platform.

Stage and Gate Maturity

Evaluate whether each gate has clear criteria, required evidence, decision rights, readiness review, and conditional approval logic.

Governance Maturity

Assess steering cadence, IPT structure, RACI, escalation, meeting effectiveness, decision flow, and executive visibility.

Data and Dashboard Maturity

Assess source systems, Excel/report extracts, API readiness, semantic model quality, refresh cadence, and KPI governance.

Partner Alignment

Measure the strength of shared expectations, scorecard acceptance, communication, recovery ownership, and CDMO engagement.

Risk and Continuity

Evaluate risk register discipline, mitigation quality, BCP readiness, alternate supply planning, and escalation triggers.

Recovery Effectiveness

Assess whether yellow/red indicators are tied to root cause, action owners, due dates, target dates, and verified recovery.

Maturity Levels

From reactive oversight to an integrated external manufacturing system.

1

Reactive Oversight

Performance is managed through meetings, emails, and manual follow-up. Recovery is late and partner comparison is limited.

2

Managed Processes

Core governance routines exist, but standards vary by CDMO, product, team, or lifecycle phase.

3

Standard Platform

Common gates, templates, scorecards, and meeting cadences create a repeatable management baseline.

4

Integrated Visibility

Power BI connects scorecards, WPI, risks, recovery plans, and partner comparisons across the network.

5

Optimizing Partnership

Predictive performance, proactive recovery, shared CI roadmap, and lifecycle decisions are embedded.

Assessment Outputs

The output should be an implementation roadmap, not just a score.

OutputPurposeUse
Current-state maturity scoreShows where the external manufacturing system is strongest and weakest.Prioritize improvement by stage, gate, and capability domain.
Gap heat mapHighlights missing governance, data, scorecard, or recovery controls.Focus leadership action on the highest-risk gaps.
CDMO integration profileShows how each CDMO fits into the sponsor operating model.Tailor onboarding, governance, scorecards, and recovery plans.
90-day roadmapConverts assessment findings into immediate actions.Build momentum without waiting for a full transformation program.
Target-state roadmapDefines the staged buildout of framework, dashboards, templates, and routines.Aligns sponsor leadership on the future external manufacturing platform.
